Youth Work means a planned programme of education designed for the purpose of aiding and enhancing the personal and social development of young persons through their voluntary involvement which is complementary to their formal education and training; and provided primarily by voluntary youth organisations.
Youth Work Act 2001 and National Youth Work Development Plan 2003-2007
Provides a legal framework for the provision of Youth Work Programmes and Services to be organised by the Department of Education & Science, VECs and national and regional Youth Organisations. County Donegal VEC has been actively involved in this process with its Chief Executive Officer, Sean O’ Longain a resolute member of the National Youth Work Advisory Committee, which has advisory and consultative functions in such areas as provision and co-ordination of youth work programmes and services, development of youth work policies (e.g. child protection), guidelines in relation to Voluntary Youth Councils. County Donegal VEC recently appointed a Youth Officer, in line with the Youth Work Act 2001, to support, co-ordinate and develop youth services in County Donegal. Contact our Youth Officer.
Functions of Co. Donegal VEC include:
- providing assistance, including financial assistance to youth work organisations
- preparation and implementation of Youth Work Development Plan (2003-2007)
- drafting annual youth work budgets
- establishing a Youth Work Committee to advise and make recommendations to the VEC on the performance of its youth work functions
- establishment of a Local Voluntary Youth Council for the area
The Youth Work Act 2001 is to be further commenced and implemented at an early date.
- Youth Work Committee is to have 16-20 members with persons nominated from relevant statutory agencies, including the VEC and; nominees from the Voluntary Youth Council. This committee will make recommendations to the VEC on the performance of its functions under the Act and advise the VEC as requested.
- Voluntary Youth Council will consist of 10-20 members which will act as a forum to discuss the provision of youth work programmes in Co. Donegal. It will advise the VEC on issues related to the Youth Work Development Plan. One-fifth of the membership of this group must be under 25 years of age.

Youth Work Programmes in Donegal
County Donegal VEC, in conjunction with the Department of Education and Science, provides administrative/financial support, either directly or collaboratively for the following Youth Programmes throughout Donegal. These programmes are managed and organised by, either, Foroige, Donegal Youth Service/Community Based Groups or Schools.
- Foroige Youth Development Scheme
Funding is approved on an annual basis towards the employment of a full – time Youth Development Officer to develop and support new and existing Foroige Clubs. This programme has been recommended for up-grading to two Officers as provided for in the National Youth Work Development Plan 2003-2007. - Foroige / Gweedore Youth Development Project
Foroige working in partnership with representatives of the local community to establish a Youth Project in this area. The programmes and activities at the Project will be based on the needs of young people as identified in the needs analysis carried out by the Home School Liaison Co-Ordinator, Community Volunteers and Transition Year Students at Pobalscoil Ghaoth Dobhair. - Milford Community Youth Project
A community based Youth Project is managed by local community volunteers. A Vocational Skills Programme for young men (13-18 yrs) in the Milford area, providing skills and knowledge which will assist them in the pursuit of a career in the future.
- Donegal Youth Service Ltd Daybreak Programme
Intended for those young people who leave school early, are potential early school leavers or those who are occasional attendees aged 12-15 years. This programme provides additional support to enable young people to thrive within school or help those who are experiencing difficulty within their current setting. - Youth Information Centres Donegal Town and Letterkenny
Provides information to young people in these respective areas. The service in Donegal Town is operated by Foroige and in Letterkenny by Donegal Youth Service Ltd under the aegis of County Donegal VEC. This is a free, confidential information service for young people and those who work with them. - Local Youth Club Grant Scheme
Open to all Youth Clubs and Organisations that have Youth Work as their primary focus with priority given to those who provide services to disadvantaged and marginalised sections of the Youth population, with further priority given to young people between the age of 10 and 24. These grants are designed to aid the ongoing costs of Youth Clubs and Organisations, such as, rent, insurance, leader training and programmes. Contact our Youth Officer.
